Following the Money in 2018

Illinois PIRG Education Fund researchers graded all 50 state’s transparency websites from “A” to “F” based on content and user-friendliness. This year, for the first time, focus groups were incorporated to see how well the ordinary Americans could navigate the sites. With that new standard, most states’ grades dropped from the previous "Following the Money" report released in 2016. This is Illinois PIRG Education Fund’s eighth annual ranking of states’ progress toward checkbook-level spending transparency.

Making the list of national highway boondoggles is the proposed State Routes 53/120 toll road in Lake County, expected to cost $2.3 billion.

Peoples Gas released its fourth quarter report Tuesday on its troubled pipe replacement program, which was the subject of a highly critical Illinois PIRG Education Fund report last June. Peoples Gas’ own data shows that for the eighth consecutive quarter --  a period that spans every quarterly report on the project -- the program is behind schedule and over budget.

On Friday, Peoples Gas submitted an engineering study to the Illinois Commerce Commission. The study gives Peoples Gas, the Commission, and the public the first empirical look at the condition of the Peoples Gas distribution system in decades. That’s critically important information as Peoples Gas continues to run its troubled pipe replacement program.

Facebook announced Wednesday that it had reached a $550 million settlement with plaintiffs over alleged violations of the Illinois Biometric Information Privacy Act (BIPA), although Facebook has denied any wrongdoing. BIPA, passed in 2008, requires private entities to acquire informed consent before collecting individuals’ biometric information, such as facial recognition scans, thumbprints, or voiceprints.

Electric technologies are ready to replace the fossil fuels that heat roughly three out of four American homes, according to a new report from Illinois PIRG Education Fund, Environment Illinois Research & Policy Center, and Frontier Group. However, critical barriers must be overcome to maximize the new technologies’ potential to cut pollution, the study notes.
